I suspect this is the problem, because I know the ISC dhcp server is set to if possible give the same address to the same MAC address. Therefore, I suspect the DHCP client. Do you use dhcpcd? Try replacing it with the ISC dhclient.
I have also installed SuSE in VMware 4.0 where through the bridged network thingy it connects to the internet just fine using XP. (I'd rather not have to use VMware and would much rather be ablet to connect to the network straight from my SuSE partition).
This would definitely suggest the hardware is working fine, and the dchp client is the problem.
Please let me know of any ideas or suggestions you might have!!
Try replacing the client with dhclient.
