It's worse than that..... I would guess the writer meant "for all intents and purposes". I heard many people screw up that phrase.
If the public advocates for Free and Open Source software cannot grammatically express themselves so as to be understood by the people they want to "Win over to our cause" then we ALL end up looking like un-educated boobs!
