In 8.1 you could go to yast2>system>editor for sysconfig then go to base-administration>display>kde_shutdown you can also edit /etc/sysconfig/displaymanager KDM_SHUTDOWN="all" They may only be for init 5 and the kdm, however. But maybe it'll help.
