Well, the cds sold in the us did not have "strong" encryption compiled into packages such as ssh. Just as Red Hat's European edition didn't. That was the initial reason I switched from Red Hat to SuSE, so I wouldn't have to recompile tons of stuff just to get basic security.
The fact is that it was not legal for them to house crypto software on the U.S. servers until 7.1 came out...so they put them on European ftp sites and mirrors. It's a mistaken assumption that any of the crypto software included with 8.1 is crippled in any way.
That's what I thought too.
