I have done it with cron. Basically I created wavs announcing the time every 10 minutes and have cron play them. I have done the wavs by recording my own voice with rec. I got tired of my own voice, so then I used the Microsoft text-to-speech synthesizer that lets you type into a text box and it creates a wav of what you typed. You can adjust the sound of the voice.
