I remember running into something like this a while ago. I think the

Windows uses pap authentication to connect to a ppp server. I don't
see
where you have pap turn on in your options file or your parameters for
I don't believe that authentication is my problem, as shown by these
lines in /var/log/messages:

However, just to be thorough, I put in the username and password
explicitly in pap-secrets. There was no change in the failure, or in the
log entries.
I think my problem is in the way I have the client set up. None of the
documentation I can find says what settings to make in the Windows
configuration screens which would work with the way I have the ppp
server set up..

pap-secrets
entry must be plaintext for the username and the password. See if
that
doesn't do it for you.

Then, I left that change alone, and added "+pap -chap" to
/etc/ppp/options:
