In the iproute2 howto there is a reference to TEQL (traffic equalizer), but that device does not seem to be available on my SuSE 7.2. Anyway, since each router (ISP) will NAT with a different source IP you should not be able to spread a single tcp session across your 2 routers (at the best, should you loose your first link, you could open the second link and reestablish your session(s)). I am trying to do somethink like that (using 3 adsl routers to the same destination, a server) and opening a tunnel through each line, and I am also encountering routing trouble - posted a message yesterday but nobody seems to notice so far :-). In my case, since the client IPs will not be NATted /masqueraded inside the tunnels (only the tunnels paquets are), I have chances to achieve what you're looking for - just need to fix the EQL stuff between my 3 tunnels, and probably through a home-made C program.
