I had problems configuring Cups from my browser i.e.
http://localhost:631/ as well as from the control centre.
I resolved the problem by editing the /etc/cups/cupsd.conf
I'm not exactly sure which parameter I ended up changing but I suggest you
look at the browser and security sections of the above file.
The settings for Security I have set are as follows:

THe thing I have found with Cups is that it is best to see if you can get it
working with a browser first using http://localhost:631 otherewise you seem
to chase your tail all the time. Also I have not had that much luck using
Yast2 to configure Cups as I think it relies on the default cupsd.conf which
causes problems as mentioned above.
Regarding the page size, there are a few additional places which need to be
configured. Make sure;
1) Under the Control Centre --> Personalization --> Country & Language is
configured.
2) /etc/papersize has an entry "letter" in it. Altered via Yast2 --->Sysconfig
