after you change them to 4755, then run the SuSEConfig. --or-- after you change them to 4755, then run Yast2, re-do the KWinTV. It will run the SuSEConfig with the new "4755" things. So, it will be ok for next time. PS: I have Haupage WinTV and use this trick, and it's work.

Either that, or the SuSE people edit the file /etc/permissions.<level> where <level> is easy, secure or paranoid, depending on which setting you're using.
It has the lines
/opt/kde3/bin/kv4lsetup root.video 2755 /opt/kde2/bin/kv4lsetup root.video 2755 /usr/bin/kv4lsetup root.video 2755
Change them to 4755.
