I have the same problem. When I look at /usr/lib/YaST2/plugin/libpy2qt.so.2 it is there along with /usr/lib/YaST2/plugin/libpy2qt.so.2.0.0. All of the files in this directory are like that and the duplicates are same size and date. Why the same file except for the .0.0? In /sbin/yast2 there is also YaST2. What is the difference? There a number of conditions that cause YaST2 to start in ncurses mode. For example, if the QT plugin (/usr/lib/YaST2/plugin/libpy2qt.so.2) does not exist, or if the DISPLAY variable is not set (you start a root shell as a user in X).
