Well, I was looking for something more specific to the window manager. For example in twm I can specifically filter out a window application type and set it's own parameters for headings and title box. I'm looking for that same type of capabilities in KDE. I think you would need to modify the source code for the particular application. Actually removing the x may be difficult, but you may be able to replace the default code that handles the signal with something else. Typically you'd need to learn C/C++, and KDE or GTK+ to do this.
