no, the vncviewer is what you run on your local machine to connect to a vncserver running on a remote machine. if you want someone to be able to connect to your pc and access a gui you need to run the vncserver. to do this, just open a console window and type vncserver then set the password and whatever else it asks for. note - if you do this as root and the person
connecting connects, they are connected as the root user with all admin privileges. and on unix, the desktop that the vnc client gets is not the same one that the user who started the vnc server is seeing. with windows it is however.

So you have to have kde session open and install it. Then someone out there can connect to it, and they will be able toget the kde session to oopen , even across a telnet window? or SSH session?

I run it from within KDE that way and it works fine. However if you specify the wrong IP address there is no error message and it just exits after while
Hope that helps Christopher

I am trying to install vncviewer_v2.01 and follow the directions,
1. Put the file in the directory of the user 2. run the file ./vncviewer 3. and it is ready? Right or am I supposed to do it from the gui. X
