If you want to install a package which was not specially packed for SuSE (I mean starting from a tar.gz), you can, but you have to do it by hand. Unpack the tar.gz and read carefully the readme and/or the install files. I suggest you to install the package under the /usr/local tree...

You don't have to, since SuSEconfig only works with "native" SuSE rpms
