It isn't locking but only *opening* the device but as only one process can have it open it's effectively locking the port. If you wan't multiple audio sources playing concurrently (like listening to realplayer and still being able to hear warning sounds), you need a multiplexer like artsd (it's quite a bit more then just a multiplexer). The problem are apps that want to have /dev/dsp all for themselves like realplayer. For those programs you might try using artsdsp. You call artsdsp and pass it the name of the program you really want to use (like 'artsdsp realplay'). At least for realplayer it works.
