I cannot repartition hda, is there any tool to help me out of this desaster? Maybe this is a lilo bug? Since I have not done any thing to the data inside /etc/lilo.conf, only changed the order of appearance!!!! not more!

Is hda an ext2 partition? If so, there is a utility for windows that can read the data from the drive called Explore2FS, located at: http://uranus.it.swin.edu.au/~jn/linux/explore2fs.htm If you can boot into Windows, you can use this to bring the data from the Linux partition into the Windows partition, and back it up on removable media from there. The you can go about the arduous task of rebuilding your partition table, which may include repartitioning the drive.
