I figured out what my problem was. My pages are all named html, and your server will only recognize shtml as pages with includes. Is there a way that you could change that setting so that it'll look for includes in html? Also, for my file names for my includes, I have to type "includes/filename.html" instead of "/includes/filename.html". Is there a way we could change that also?
Change this section:

AddType text/html .shtml
AddHandler server-parsed .shtml
But it's not really a good idea; your server will parse all HTML served,
which is a waste of resource if there are no includes.
