The kernel has some options for different chipsets including some from Via. Selecting it on my system really helped. I don't know if it supports your Via chipset. Best to check.

Thanks Nick. I'm using a generic 2.2.19 kernel from kernel.org. The only option in make xconfig related to chipsets is "pci quirks." I'll check kernel.org to see if there are pci patches for via chips.
I don't have a copy of the 2.2.x kernel here now but under 2.4.x ATA/IDE/MFM/RLL support then IDE, ATA and ATAPI Block devices IDE chipset support/bugfixes you'll find: VIA82CXXX chipset support Nick
