Whats the main contact number? Someone somewhere must have the authority to act, unless it was the "authority" who told them to ignore any of these requests...
Find out who their upstream provider is and go to them. Most backbone providers have a TOS agreement with the individual isp and most times can be the most effective way to get an isp to sit up and pay attention. You can find most of this just by doing a whois on the domain name. Mandie Smith
