In my opinion /var/spool/mqueue is only for outgoing mail. I try to solve the problem but I can not trace where the problem is.

Fetchmail doesn't deliver the messages to /var/spool/mqueue. What it does is feed the messages it downloads back into sendmail on port 25 of your machine. Sendmail is then responsible for delivering that mail. /var/spool/mqueue is sendmail's spool directory. Next time this happens, try running 'sendmail -q', and sendmail should process the queue and deliver the messages to /var/spool/mail. Make sure you have sendmail set up correctly, so that it will deliver mail without prompting.
