these commands need to be run by root. Is there anyway I can setup a icon or shell script so that users without root privs can start the pppoe connection. I *really* don't want to put them on the sudo list unless there's a way to only allow adsl-start/stop in sudo

Hmmm. There is a "usual" way to do this with ppp. There is the group dialout. (you need to add your kids to the group dialout). I am not sure wether this might work with pppoe as well, you probably need to change some permissions for it.
