It is part of the lilo package. In /etc/lilo.conf, the message= option tells lilo which picture to use.
For some reason it did not come automatically here, so I tried playing with it myself. So far I have been able to get the picture to display, but the menu is complete gibberish.
Please could someone send me the file pointed to by the message option in their lilo.conf? or tell me where I can find an example for calling mklilomsg?

The only help I've found for this is in the /usr/share/doc/packages/lilo/README.graphics. It says that you can use mklilomsg --help for the commands.
