It's probably the telnet daemon that you have two of. Maybe you have something starting up in one runlevel that want port 23, and there's also an entry in /etc/inetd.conf for a telnet daemon. Try doing a 'netstat -a' and see if there's currently anything listening on port 23 (before trying to connect Windows). I'm actually kind of surprised that it outputs that message to the client trying to connect...
