what i do to get them to stay is the following: go to K | Preferences | Look & Feel | Desktop on the first tab (Desktop) i uncheck "align icons vertically on desktop". on the KDE-list, they said that should be enough. now, whenever i put a new icon on my desktop, or when i rearange them, i always click on the desktop with button-3 and then select "Line up icons" from the pop-up menu. that way, they get lined up, and they stick!
