Look for a program called the login manager in KDE under the system menu, I believe. With it you can choose to have anyone, local users or root only control shut down and reboot through a button on the login screen. You'll have to login as root to set it up. So, for the user, all he/she has to do is log out and click on the button and then one more click to confirm that they want to shtudown.
