I use insmod /lib/modules/2.2.16/net/8390.o and
insmod /lib/modules/2.2.16/net/ne2k-pci.o, and do ifconfig & route, than it
is work!!
Now, how I make it work when i boot up my system? It failed on runlevel
2.

Is this kernel actually running? Do uname -r
In my module.conf /lib/modules/2.2.16/net/ne2k-pci.o: /lib/modules/2.2.16/net/8390.o is there.
/etc/modules.conf should not look like this. I assume you mean /lib/modules/2.2.16/modules.dep?
Check your /etc/modules.conf (it might be called conf.modules - you should not have both).
Does this work? insmod /lib/modules/2.2.16/net/8390.o insmod /lib/modules/2.2.16/net/ne2k-pci.o
