Yes, Wine and Winelib have been developed together over a period of years. Microsoft actually supported the project at first because they considered it would be good to have another implementation of their graphics stuff. Then they got nervous, then paranoid, then they withdrew support. Corel injected some much needed expertise and manpower into it.
Hasn't WINELIB been around for several years (I know it was around in '98 when I started using Linux on my system)? I'm not sure if it's been around as long as WINE (1993, IIRC), but I always assumed it was nearly as old.
