I want to enable user level (not root) access to the machine via ftp. I want the logins encrypted, not the actual data.
ssh is the only way to do this - I assume 'ftp' is a typo? ftp - file transfer protocol - is only for transfering data files not shell access.

Go to http://www.openssh.com, they have a link to free Windows versions of ssh and scp: PuTTY (the secure shell) and pscp (the replacement for ftp/rcp). These are SSH1 compatible.
