I'm confused. The soundon script is for OSS/Commercial. All soundon does is load the modules for OSS/Commercial and set the mixer levels. There is no need for such a sophisticated mechanism with the kernel-included (OSS/Free) modules, because they are so simple. /dev/mixer also retains it's settings regardless of whether or not the modules are loaded.
I understand now what's going on. Three modules are needed for sound to work: es1370, soundcore, and sound. Loading es1370 forces soundcore to be loaded but doesn't force sound to be loaded. The soundon program forces the loading of sound when the others have already been loaded. Of course, modprobe by itself will also do that. (And that does start up the sound, I discovered.)
