I've just added 6.4 to my system and in the early morning hours tried to add the USB descriptors for my HP4100c scanner to /proc/bus/usb/devices. This file returns "0" bytes and shows no content even after it is written to. Any ideas to help my foggy mind find its way?
The files in /proc are not real files but pseudo-files! They represent some info from the kernel i.e. your system. Normally you can only read this pseudo-files, but some (in /proc/sys/...) can be used to set some system-parameters.
