Is it possible to set a umask for a directory such that every file placed in that directory automatically sets a specified umask.
No, the umask is only available as a per process setting. The only thing you can do is use a directory's SGID bit to automatically set the group ownership for newly created files, but it is not possible to automatically set the permissions based on a per directory setting. The functionality you are looking for is typically provided by Access Control Lists (ACL), but until now there is no ACL support in a standard Linux kernel (i.e., adding ACL support means patching the kernel). There are projects working on ACL implementations for Linux.
