No, this one is only used in France and its dependencies. Here, in Québec, we use either the English (US) keyboard, or the French-Canadian one. I use the US one, and rely on the french-postfix input mode in Emacs (or very seldomly, X compose key) to produce diacriticized characters.
Seeing unusual wording, I replace some letters with the letters next to it (works nice for german vs. english / US keyboards) or try to read phonetically.
The funniest I "heard" in that respect was at speach contest (I do not know the English words for "concours oratoire"), in which one of the speacher was mispronouncing a few words (all from memory, no papers). But the pronunciation errors were clearly (to me) the result of mistyping the text with neighbouring keybord letters (like `b' to `v', etc.). This one did not win the contest! :-)
