Actually, SaX does allow you to set this, in the mouse configuration, but as you say doesn't do it by default. (That would be really annoying for those of us with three-button mice. :-))
Actually that's the way it's setup on my system. I got rid of the old mouse and put in a logitech 3 button. But I never took out the emulate line. Which is good since half the time I forget about the third button and do it the old way. Now I'd love to know what option to give Xfree 4.0 for it to use the wheel on the mouse.
