With your proxy environmental variables set properly lynx should work no problem if Netscape does.

The same configuration is in Netscape. And still lynx is not working. Anyway, it is not a big problem for me.
Well, it would be nice if you had choices other than Netscape. After updating rc.config are you sure these variables are reflected in your environment?
It's entirely based on what type of proxy your NT box is
just an http and ftp proxy then you're not going to be able to do anything more than those. If it's some type of NAT with something similar to BSD's ipf where you can maintain state for all outgoing connections, then your ping and traceroute will work transparently.
You can't ping to the internet from 10.0.0.0 addresses as
routable, you need some kind of NAT or rdr to ping from a
running. If it's they are not private network to
the internet.
Ok. I understand now. (I also took a look at whatis.com for NAT ;-) It is equal to ipforward or formerly known as ipmasq) I see that if I set up a Linux router instead of NT proxy server it will give me much more control over local network. I'll be able to manage incoming/outgoing connections at a higher level. So, do you really suggest to change the server?
If you've already paid for NT then you may as well use it. But if you can set up another box for firewall/NAT/external services use, I would recommend something other than NT. I'd actually suggest OpenBSD as it is very simple to set up ipf/ipnat and it is very secure.
