There need to be two entries: one for the device / connected network and the other for the default route (If you want to point it there):

eth0 192.186.1.1 0.0.0.0 255.255.255.255
ippp1 default 192.186.1.1
replace ippp1 with ppp0 and the adresses. That gets route.conf into shape, but wouldn't resolve your dialout trouble.
