The win95netbugs faq is still the best overall commentary on win9x security that I am aware of, and it hasn't been updated since before Win98 came out. Brief summary: if you remove all the security holes from Windows 9x, you have a bare hard drive. This specific thing, I know a 60% solution, and I'm pretty sure it's covered in the aforementioned faq.
