rpm -qf /usr/sbin/Check aaa_base-2000.3.10-0
It belongs to the aaa_base package. Probably it did not exist in older SuSE releases. One of it's jobs is to compress man pages with gzip. You should be able to steal "Check" from a newer aaa_base package, it's a plain shell script.
