There's a log file in /var/log that should report attempted connects, I'm in windows now otherwise I'd give you the exact name. I had a similar problem, linux>win worked fine but the otherway around didn't, I eventually got it.. It all had to do with authentication, let me know if you find anything in that log file and maybe I can help. All I use samba for is file shares; no net logons, printer sharing, etc...
My linux box doesn't show up in network neighborhood either but I can connect shares via "//computername/share"
I saw some other messages about disabling encrypted passwords, but that hasn't been necessary for quite some time, samba now understands them. Did you upgrade your copy or are you using whatever came with 6.1?
There are much better samba experts than me on the list, but I'll try to help if you like....

I have the client for mircosoft networks installed, have also disabled the dummy eth0 device on my Linux box and have also specified "netbios name =" parameter in the /etc/smb.conf file.
I think all of this has to do with an Internet explorer upgrade that I downloaded from MS. This was so that I could play active X games on the internet. Anyway, this is just a theory but I believe that's how I lost the "change password" tab. I have an "Internet" option in the control panel which looks a lot like Internet Explorer. Maybe I will have to uninstall Internet Explorer to get everything to work?
I have followed the instructions in "Using Samba" by Oreilly & associates to configure it on the Windows side except for the "password" option for the reasons I previously described.
