If we are talking about Netscape's encryption, I believe the law is no longer an issue. Even Netscape now allows downloading the 128 bit version from anywhere. It is no longer limited to US & Canada. Avi Jon Pennington wrote:

Not to be harsh, but I don't forsee this happening any time soon. I think it was Juergen who pointed out that it's more about licensing (RSA) than about export laws (though laws *do* come into play).
