I am a bit baffeld. This is a netbios name isn't it. But even then it is a workgroup, this does not mean a machine with that name must exist does it?
The only thing that i can think of that is even remotly like what you are describing is the hidden little option in Windows to use DNS for your netbios resolution if there is not Netbios name for a box that you are querying..
