biff was a dog who lived in Berkley who barked when the postman came and so his owner thought that biff was an apropriate name for a mail notification program she was developing. biff uses the biff or comsat port (512/udp) to communicate from the mail server to workstations, if you look in your inetd.conf you should see a commented out line for comsat, the fact that it is commented out is the reason for the connection being refused.
