Should I need to set FW_TCP_SERVICES_EXTERNAL = "smtp" to receive my EMail from my ISP? I don't seem to receive it if I don't.

I have a problem with sendmail. I have two machines with sendmail 8.9.3, one of them has a public IP and it can send mail to Internet, the other one has a private IP. I want to send mail to Internet from the second machine. I have configured /etc/sendmail.cf, I have written the line:
DSmachine.domain ( machine.domain is the first machine )
But I can't send mail to Internet, the messages appears in the /var/log/mail of the second machine:
to=aaaa@alehop.com, ctladdr=root
(0/0), delay=00:00:00, xdelay=00:00:00, mailer=relay, relay=machine.domain., stat=Local configuration error
