From what I read[1], Secure Computing was "awarded a sole source contract", so there probably won't be a distribution. IOW, it sounds like the NSA is having Secure Computing make a special version of Linux just for them.
Now, if they then share that copy with a lot of other gov't organizations, there might be some "debate" as to whether or not that constitutes a distribution, and thereby triggers the GPL. If they just use it in-house, they probably don't have to release the source.
