I believe that what Michael was inferring, is that there are almost no PCI
modems that work with Linux. This seems to be due to most PCI modems being
Winmodems. What is the make and model of your modem? There is the off
chance that it might be a "real" modem (one with a complete chipset), but
chances are it isn't. Most people on this list will tell you to get either
an external modem, or an ISA modem. Questions similar to this tend to come
up every couple of weeks on this list and the person asking usually seems
to wind up purchasing a new modem (external or one of the old USR ISA
modems). Check the Hardware DB on the SuSE site. This will give you a list
of modems that are known to work with Linux. Not to say that others won't,
just the ones listed have been proven/reported to work.

Can you add serial ports? Does the kernel have any options for PCI modems? When I run statserial I get some output for /dev/cua1. I believe that that is more or less grand-fathered and we're supposed to be pointing to /dev/ttSn.
Can anyone offer any help/suggestions?
