jdd, that's the way YaST is unitized -- have you tried downloading all the yast2-*.src.rpm packages? They are all located in the suse/src/ directory of the factory tree. And yes, they all get installed into /usr/src/packages -- if not, then that's a bug.
I will investigate this.
