Simple SUSE chameleon is not really visually appealing graphic. The one on default background screen in SUSE 10 is much better for this purpose, but I'm not sure can it be used without Novell permission.
Then link to it with an explanation that you lke that one better. Even saying it here should already be good, as it will make people look. Don't worry about any legal stuff. You are not a lawer. Just tell what you like and what not and let others wory about it. :-)
Second problem that I can see is space for work on proposal. One page is enough to post links to other pages with complete solution, but each proposal should have it's own page, with links to existing pages, just like real main page, and should be editable. Later I'll put some idea on wiki.
You can put it on your own homepage or on your own site or just an explanation. Whatever makes you feel comfortable.
Third problem I mentioned in one earlier posting is voting. Yes, but I hope that does not stop the discussion.
