It would be worth pinging the translation list if it hasn't already been mentioned first, and moving the pages to the archive is better then deleting them because it gives someone a starting point should they decide to pick it up in the future.
You get a warning when trying to re-create a previously deleted one. There's also a button to restore the previous page.
Note that restoring deleted pages (and viewing their previous content) can only be done by wiki admins. Only a few people have these permissions.
Can we either change the permissions so normal user can also undelete pages or at least put a message who to contact to undelete the page?
IMHO adding a warning like "page is outdated, see en.o.o/$page for the latest version" makes most sense. This will preserve the content at the right place, and still make it clear that it's recommended at the english version.
Looking at the state of some of the wikis I don't think it looks good to have it basically consist of only such pages.
