Well, sure, the software only knows what the developers tell it. But the users are like the software in this regard - they only know what they're told about how the software works, and there's nothing on the main page that says anything about logging in not being required in order to comment.
There is no way to comment on anything on the frontpage. There is a comment field below every article and that one OBVIOUSLY requires no login. To sum it all up: All the functionality is there. Users can comment. Someone should integrate wordpress more into our infrastructure....
