IIUC pvgrub Xen guest loading was developed to address some of the security shortcomings of pygrub. opensuse had rejected request(s) to provide 'pvgrub' PV Grub support in opensuse https://features.opensuse.org/306592 'pygrub' has an advantage of being able to boot a grub2 guest; 'pvgrub' does not. 'pvgrub2' has been developed to address that; it both boots grub2 guests and maintains the security advantages over pygrub. In that post, Ian Campbell addreses pvgrub2 availability/support in Debian/Jessie, and states I’m not aware of any other distributions which have integrated grub2 support for Xen.
