Agree.

I am thinking about an application capable to download mo files in
progress on fly from the translation server. Without making a test
package and installation.

It would just need hacking of few glibc calls with a preload.

You just need to place the mo file in the correct directory on the
machine where testing is done, and restart the application. You do not
need to code anything, AFAIK.

What is needed then is an rpm that holds the partial translations, and
only translations, not libraries or programs. Just place them in an
optional repo, and keep it automatically updated by a cron job.
