Device in question is sold under the name "tp-link" as "Model: Archer T2U (US) Ver 2.0" and it's an "AC600 Wireless Dual Band USB Adapter".
This bug is about regression in mt76x0u in 4.20; it is irrelevant for Leap which does not include this driver, which as far as I can tell was first included in upstream kernel 4.19.
So, the actual simple response could be: it doesn't work with Leap 15.
Your options are
a) use kernel from kernel:stable. It is on 4.20.13 now and includes fixes from above bug so should be safe for you.
b) open bug report on openSUSE bugzilla and request driver backport. Please understand that it depends on available manpower and complexity of porting it whether it will happen and in any case it will take a lot of time.
Thanks Andrei. I chose your option a) and I suppose I've never tried to add a 2nd kernel to a uefi/secure machine before as I got a truely unexpected education in MOK Management. (password? what password??)
Anyway, it appears the mt76x0u driver in 4.20.13-1.gfb7c4a5-default does not work completely. I *can* now connect to a 2.4G network but still not to a 5G network. The link light on the adapter also does not work, at either speed. The signal at 2.4G also is rather weak when compared to a mt7601u (which is 2.4G-only and different driver) when connected to the same machine.
Not sure what you mean. mt7601u does not handle your device.
5G network has been tested (with my phone), adapter has been tested (an otherwise-unused win10 on same machine), and both work as expected. Anything else I can try or check before I move on to a bugzilla? And if a bugzilla, who gets it?
At this point you may additionally test Kernel:HEAD (which tracks most recent upstream, being on 5.0-rc8 now) and if it still does not work for you you need to report it upstream. Either kernel bugzilla, or mail, or probably both (open kernel bug and drop e-mail)
It would be prudent to test kernel-vanilla before going upstream to be absolutely sure it is not one of SUSE specific changes.

Thanks.
